Kaloyan Dimov Stoev, 25, has been arrested and charged in connection to the fatal shootings of Rockville residents Marcell Jordan Hebron - also known as "Lil Xelly" -  and 27-year-old Leilani Marroquin on Friday, Jan. 17, Montgomery County police said.

An officer from Montgomery County Police spotted a white BMW sitting at the intersection of Shady Grove Road and Research Boulevard around 3:15 a.m. Friday. Inside, they found the body of Hebron, who had been shot dead, after bullet holes riddled the car, offering a chilling clue to the violent crime.

Around 7:40 a.m. on Friday, officers were called to the parking lot of 2 Research Court, where they found Marroquin, dead from gunshot wounds, with shell casings scattered nearby.

Detectives quickly linked the two murders and zeroed in on Dimov Stoev, who was arrested hours later around noon in Rockville.  Police say they found two firearms in his possession at the time of his arrest.

Stoev, who has no known address, has been charged with two counts of first-degree murder and multiple handgun-related offenses. He is being held without bond.

Both victims’ bodies have been sent to the Office of the Chief Medical Examiner in Baltimore for autopsies as investigators work to uncover the motive behind the killings.
